A brief notice says that Governor Andrew has issued a new order directing enrollment. It says that “all able-bodied male citizens, between the ages of eighteen and forty-five will be included”. Authority is derived from the act of Congress, July 17. The word “white” does not appear in the order. (Liberator, August 15, 1862)
