Treatment of captured soldiers of 54th Regiment

The rebel President has placed the soldiers of the Mass. 54th Regiment, and other colored men captured at the assault on Fort Wagner, at the disposal of the State authorities of South Carolina .  This makes it certain that they will not be exchanged, and calls for the retaliation policy heretofore announced by President Lincoln.  (Liberator, Sept. 4, 1863 pg 3)
