COMPLEXIONAL DISFRANCHISEMENT

COMPLEXIONAL DISFRANCHISEMENT  —   The State of New York requires a property qualification of $250 of every colored man before he can  use the elective franchise. This odious restriction is to be passed upon by all the voters at the approaching November election. The New York Tribune, of the 7th inst., denounces the clause referred to atrocious, and demands it abolition.
