Massachusetts should sustain Emancipation. to John Andrew

April 6, 1863, to Governor Andrew.  Garrison regrets that though the Legislature has been in session since the first week of January, it has not yet acted in support of the President’s Emancipation Proclamation.  “What should have been done early had better be done late, than not done at all…. As the Legislature will very shortly adjourn, there is no time to be lost … Massachusetts ought to put upon the historic page her most emphatic approval of  his course….”   (readinggarrisonsletters)
